PS is performance stats and you improve via training. However, the TB or training boost limits max PS, thus why its recommended to breed horses at least at level 50 and complete foal training to get high TBs so your max PS can be higher.

regular tonics add a glowing outline around your horse while spicy tonics add flames over the top
