Never Any Items In Scrapyard

Whenever I go it says 0 items here. I’m not sure if that’s a glitch or there is a refresh time and I keep missing it. I don’t understand the scrapyard at all. Please help a newbie understand thanks!
The Scrap Yard gets filled with items if players discard items from their Storage. If no players are discarding items, then the scrap yard won't have items.
