Show Level Changing Downward?

Has anyone ever had a high show level horse suddenly drop back down to a lower show level?
I noticed today that one of my mares is categorized as Foundation Tier 2 on the main tab, which continues when I go to enter her into shows. However, until today, she was always shown as Universal (Tier 1, based off of the 7/25 show results). As far as I know, she is the only one that has this change. The other mare (this one) that was in her original show level/tier still remains as Universal Tier 1.
Is there an error on my end that would be causing this? I was initially going to submit a bug report, but wanted to make sure I wasn't misunderstanding something before doing so.
Tier 2 is higher than Tier one, horse is leveling as expected. Here is the wiki article for your info.

It just means, she has enough PS to graduate from Tier 1 Discipline Shows, to Tier 2. PS is calculated into a horses' Discipline Tiers and each ranking. So higher PS horses, can enter higher Tiered rankings. Like some of my Thoroughbreds? Have enough PS to reach Tier 2 in either Regional or National ranks.
