The following horses should be in Universal tier showing level but instead show at foundation level.

I don't know whether this is a bug or just something I'm missing.
no that's correct! they've got too much PS to be in universal tier 1 so they've moved up to the next tier. if you have a read they say “foundation tier 2”, not tier 1 anymore.

The link helps explain it a lil bit better. In short, better bred horses does better and graduates to the next level, in a sense. Higher Training Boosts, helps out with this too.
For example, I bred her with a decent high TB and with her PS level, she's Elite T2 in Flat Racing and she's one of my better bred mares.
