Can Shetlands be bred to be amber champagne?

Shetlands don't have the champagne gene, but it can be graded in - though then they'll always be Grade Shetlands. Takes a while to do, and they won't be enterable in halter shows. Perfectly usable for game or campaign crosses, though, without causing them to be โgradeโ. Also, a project I as a champagne enjoyer am 100% happy to encourage.

It's very possible. I've popped her up for brood if you're interested in trying for a foal. Not high leveled but does have spots as well.

Thank you so much everyone! I breed Amber Champagne in Mustangs and Irish Cobs so I thought it could be cool to tho that with my other breed Shetlands. @Brumby I will definitely be breeding with your horse. Thank you all so much for your help!

As a side note if I were to use a Mustang or Irish Cob that is Amber Champagne and crossbreed with a Shetland is there a certain color Shetland that will carry the genes best?

A bay would help as it's the agouti making them amber. Otherwise a buckskin and hope the cream doesn't pass if you don't want the amber cream color.
You could use a pony of America's to make it faster if there's any up for stud with the champagne gene. It's a 50% Shetland cross so you'd be a step closer than with an Irish or mustang. But I don't think there's many around.
I've put any PoAs I have with champagne up for stud. If they're frozen wait an hour and try again. Just means I'm not letting them age up at game roll over time.
