Hosting Shows

Hello,
I'm new so I keep getting confused.
My estate says I have a show arena, and can host 3 shows, but when I try to set them up, it says I can't. It doesn't matter what discipline I try!
Does it show 0/3 created at the top? Are you naming it, selecting discipline, level and how many to create before submitting? What is it specifically telling you?
