Blue eyes will only appear on horses with double cream (Cremello, Perlino), horses with some face markings (bald face, badger face, reverse badger face) and horses with a specific gene/variation of a gene (I have grade TBs with blue eyes from Splash White and some variations of sabino -and probably some other KIT genes- give the blue eyes because the white reaches the eyes).
