Resizing help

I need a bit of help resizing my banner image so it fits properly. Can anyone help me do that?

I wanted to use it as my profile banner on my stable page but for some reason it cuts it off.
It's not the right size for a banner (1060px x 200px). You'll have to make your canvas the correct size (and even then it's hit or miss, sometimes even with the right size it doesn't seem to fit right/gets cut off.
