How to get training boost?

I was wondering how horses get training boost if they are born with it from their parents or if it's trained into them somehow?
both, foal training increases TB with every step completed and the maximum number possible is determined by the parents levels at the time of birth. it is mare level + stallion level divided by 10, so a level 53 mare bred to a level 55 stallion would have a foal with a TB of 10 after completing foal training.
