Are Quests Discontinued?

I think most of us can relate to this, but is questing in HoFa even a thing anymore? I've checked so many news posts and none of them are related to new quests; I suppose you could always just catch a horse and bring it to a NPC in Hoofbeat Plains, but it just really doesn't hit the same for me...is the questline even being improved or worked on? Is this even 'up and running' anymore?
Yes, it is still happening, I got a quest earlier today, and it has more than "can you get me a shetland?" the one I got today (which I rejected) was:
"You look like your looking for something to do, can you help me?"
"Can you craft a dandelion western pad, and bring it to me?"
That's not the quests Makeshift was asking Katie, I believe Makeshift means the quests you get when interacting with NPCs during the tutorial ((this is how I view it)). Last I knew they were being worked upon, earlier this year and haven't heard much since.
