How to move around in hoofbeat plains?

Does anyone know what you have to do to explore hoofbeat plains? It keeps telling me "This horse is too exhausted to go further! You should choose a different horse to ride." but the dropdown box for selecting horses is empty
Then you don't have any horses with energy or the explore path checked available for use.
