Horse discipline level went from universal to foundation?????

I just noticed it, it looks like it's been reset to foundation after being universal level for a while???
Not sure what happened or if it's a glitch?
it sounds like your horse moved to foundation tier 2, after universal tier 1 starts the 2nd tier of ranks. you can see which rank and tier your horse's PS is in here.

Tier 2 earns like twice as much as tier 1 and there are a ton less players in that tier. It's definitely not a bug, it's actually quite good!
Every horse adopted is a life saved! Rescue, don't surrender!
