It's part akhal teke. Tekes in real life do not have much in the way of manes/forelocks. I think they are born? With it but as they grow they lose the hair there

I'm pretty sure the 3 gaited Saddlebreds typically show with a roached mane as well, so it could be for that reason also. Kind of like when my uncle was really starting to lose his hair, he just ended up shaving it instead, lol.  

I don't remember what people were requesting when they were talking about the art for the breed to know what the official request mentioned. :D
