Chincoteage Mare “ This horse has not reached level 25 yet”

Hi! When I try to breed my chincoteague mare, I get a notification that says "This horse has not reached level 25 yet". I have other horses that I've bred at level 1. Why is this horse different?
Chinco are considered a rare breed and so are Marwari and Akhal Teke's so they have a breeding requirement of having to be level 25 before they can be bred. They also have a limit of only being allowed to have 5 foals.
