Where to find treats for wild horses

Where do I get treats to give to the wild horses? Can I find them in the scrap yard or the plains?

You can in the scrap yard if people have dumped them there but your best bet is exploring in the plains to find them
Not only the plains but exploring the game the old way as well. I have definitely found Oats while training/entering my horses and get stuff that way as well. Least oats, whistles and lassos I've found so far that I've noticed that isn't a summer dye.
