TB Not expressing accurately

Hey y'all,
I'm running into an issue where i am breeding level 40/50+ horses together, and the foals all have a TB of 1-4 when it should be 8-11 according to the wiki. Is there a hidden factor I'm missing?
Foals get their full TB after they complete foal training.
