Training Boost

I read on the wiki that training boost is calculated by adding the level of the mare and stallion and dividing it by 3. But I just bred a foal that has training boost 3 when the mare was level 46 and the sire level 64. What am I missing here?
TB is mare and stallion levels divided by 10. Foals are born with only 30% of their full TB, they get their full TB by completing foal training.
Ah yes I meant 10 sorry, the foal was born with training boost 3. But alright makes sense thanks!
